One Shared Mission
To transform how societies govern, finance, measure, and scale public value, the Government Council on Social Innovation (GCSI) is anchored in seven interconnected strategic objectives. These objectives were co-created by over 50 countries through global consultations, national surveys, and summit dialogues — and they now form the backbone of our three-year global strategy (2025-2028).

Each objective addresses a critical lever of systemic change — from policy reform and ethical finance to impact measurement and digital inclusion. Together, they offer a blueprint for governments and institutions to embed social innovation at scale.
