Building a People and Planet Economy
The Government Council for Social Innovation is based on the believe that social innovation is required to build an equitable and sustainable economy, and that governments play a critical role in driving social innovation.  

GCSI is currently made up of government leaders from 51 countries who are embedding social innovation into the heart of public policy, finance and service delivery.

Through GCSI, governments work together to co-create action plans on social innovation, including the development of dedicated national policies, financing mechanisms for social innovation and strengthening the ecosystem for social innovation.

The vision of GCSI is the creation of a thriving people and planet economy, which places local communities at the centre of decision-making.
Our Mission
The mission of GCSI is an overall economy by 2050 where 60% of activity has been catalysed by innovative, cross-sector, systems-based and community-centred approaches.
Our Origin Story
In 2023, a small informal group of governments began meeting online to share ideas and support each other in developing national strategies for social innovation.

These peer-to-peer exchanges quickly proved valuable, enabling countries to learn from one another’s experiences and strengthen the quality of their policies. Recognizing the importance of cross-border government collaboration, One Family Foundation, led by social entrepreneur and innovator Jeroo Billimoria, was invited to help formalize and expand the coalition.

This collaboration culminated in April 2025, when government leaders from more than 50 countries gathered in Luxembourg for the Global Government Summit on Social Innovation. There, the signing of the Luxembourg Declaration marked the official launch of the Government Council for Social Innovation

Our Three-Year Action Plan
