(2025–2028)

Rationale
To move from strategy to action, the GCSI will adopt a phased approach grounded in adaptive learning. The action plan is designed to:
  • Deliver early wins to build momentum and legitimacy
  • Establish the foundational infrastructure for GCSI’s long-term function
  • Support a diverse group of countries in local implementation
  • Enable continuous feedback through learning cycles and iteration
The plan spans three years, with defined milestones for each strategic objective and key support function
Year 1 (2025–2026): Foundation and Engagement
UN Heads of State Meeting
  • To endorse social innovation
  • Pass a resolution/include language in a resolution on social innovation which builds on existing resolutions
  • Building on the Luxembourg declaration passed at the launch meeting of GCSI (Declaration in annex)
Global, Regional, and National Policy
  • Co-create and publish the Model National Strategy Template and Toolkit
  • Launch global consultation on the GCSI Global Policy Framework
  • Identify 3–5 countries for policy co-creation pilots
Knowledge and Practice Hub
  • Build and launch the Living Library beta platform of country practices
  • Launch the Solutions Bank
  • Facilitate 2–3 peer learning circles
Financing for Social Innovation
  • Draft and circulate the GCSI Financing Toolkit
  • Draft and circulate in-depth papers on financing structures (e.g. Corporate CSR, excessive luxury tax , space tax etc.)
  • Begin pilot selection for 2-3 innovative financing mechanisms
Social Impact Measurement
  • Host design sprint for Global Social Innovation Impact Framework
  • Identify and onboard 3 countries for measurement pilots
  • Begin development of open-access case study repository
Communication and Awareness
  • Launch the “Faces of Social Innovation” campaign
  • Co-create and test communication toolkits in at least 3 countries
  • Convene the Narrative Working Group
  • Convene the Social Innovation Week working group
Technology for Social Innovation
  • Curate 25+ examples for a case study database
  • Facilitate the development of a collaborative development platform for citizens by citizens
  • Explore 2 countries for piloting digital tax/fintech pilot planning
Ecosystem Building
  • Support ecosystem mapping in 5 – 7 countries
  • Support the creation of 3 national coordination platforms
  • Launch informal cross-objective working groups
Cross-Cutting
  • Finalize governance structures and formalize working groups
  • Develop MEL (Monitoring, Evaluation, and Learning) framework
  • Anchor staffing for the Secretariat at One Family Foundation
Year 2 (2026–2027): Acceleration and Alignment
  • Deepen country implementation of all 7 objectives in at least 10 pilot contexts
  • Publish updated global policy framework endorsed by multilateral actors
  • Expand Living Library to include 100+ entries across all regions
  • Scale communication toolkits and campaigns to 10+ countries
  • Host the first GCSI Global Exchange for ecosystem leads
  • Strengthen working group coordination across objectives
  • Publish first State of Social Innovation report from across the network
  • Launch Global Social Innovation Week
Year 3 (2027–2028): Consolidation and Systems Change
  • Support finalization or revision of national strategies in 10+ countries
  • Publish results of national measurement and finance pilots
  • Transition select pilots into sustainable national programs
  • Codify best practices from working groups into permanent GCSI guidance
  • Launch second phase of peer exchange and advisory programs
  • Evaluate institutional impacts and update the GCSI strategy for 2028–2031
Enabling Priorities (Across All Years)
  • Equity and Inclusion: Prioritize marginalized regions and underrepresented voices in all activities
  • Localization: Ensure all frameworks and tools are adaptable to diverse policy and cultural contexts
  • Open Access: All knowledge, templates, and tools shared in open digital formats
  • Co-Creation: Every product and decision-making process includes multi-stakeholder inputs
  • Adaptive Learning: Annual reviews and iterative updates based on real-world learning and MEL data
This action plan is both a roadmap and a rhythm— a sequence of strategic moves grounded in reality, co-creation, and momentum. With the right actors, resourcing, and support, the GCSI will not just build a platform, but catalyze a global movement for inclusive innovation in policy, practice, and purpose.
